No front plate requirement in Arizona, and mine never had one so there are no holes up there, filled or otherwise.

I also live in rural Cochise county, which means no smog or other inspections EVER (including when I brought the car in from back east and titled/registered it for the first time here).

I had the front bumper license plate holes filled during a very minor front bumper repair some yrs ago. I had to re-install the front plate after being pulled over for no front plate; bought the kit and used the front tow hook hole and threaded fitting so the front plate is offset near the passenger headlight.

Washington state just stopped all vehicle emissions testing recently, so I don't need to pursue this anymore.
