No front plate requirement in Arizona, and mine never had one so there are no holes up there, filled or otherwise.
I also live in rural Cochise county, which means no smog or other inspections EVER (including when I brought the car in from back east and titled/registered it for the first time here).

Front license plate and smog certification....
