Faulty suspension seal..? Help identifying issue?

Noticed this ... seal? I think? Popping out of my rear passenger's side shock absorber. Attached is a picture of that side, and the drivers side with no seal visible.

Havent driven the car since the dawn of Canadian winter, was just checking the tires for flat spots and caught this. Is this serious? I had it inspected two months before putting it into storage.

Any assistance is appreciated.

I think that is probably your old bump stop about to fall off.
