They use the same method of chalking tires locally in La Jolla (and in Pasadena, if anyone is going to Bimmerfest next month). The other nasty thing that Parking Enforcement does is to ticket you if you don't have a front plate, even if you're parked legally!

In Germany, there are also time-restricted parking areas but they operate on the honor system. If you are going to park in a time-restricted spot, say a 2 hour free parking spot, you use your Parkscheibe or "Parking Disc" to indicate what time you arrived and leave it on your dash. If two hours have elapsed since you indicated that you arrived, you will be ticketed. Don't think that you can get away by marking the time later than you arrived because if parking enforcement comes along and finds that it's earlier than the time you set on your parkscheibe, you'll get a ticket. You can usually obtain a parkscheibe from any bank for free.



As a bonus, they also include a tread depth indicator and a shopping cart token and on the back. The token is used in grocery stores to release a shopping cart from a cart rack, much like the baggage carts found at airports. You get your token back when you return your cart.
