Diff rebuild - installing C-clip (shims) and preload

Having trouble creating carrier preload with the 188k shim (c-clip). As soon as I build up the shims or use thicker C-clips to try and get a few extra in-lb of preload on the carrier, I can't get the c-clip to seat into the groove.

If I hammer / punch it in, then it's a nightmare to remove with my heavy duty c-clip remover

Any tip on doing this? I am tempted to get it under a press to apply some amount of pressure on the carrier while I try to seat the C-clip, but there must be an easier way.
