It would appear they are pro rebellion perhaps Darth Vader could change their minds if he were still alive. Since the original trilogy took place a long time ago so presumably he isn't alive in 2019.

First, the name does not surprise me, it was probably a bunch or IT geeks who came up with the acronym and made sure the name match the acronym.

For anyone not familiar with the Government technical RFQ process. The proposal is broken into the technical piece and cost. The technical people never get to see the cost part of the proposal. The techies vote whether the proposal meets or does not meet the requirements so all proposal can get a thumbs up if they all meet the requirements. The General Accounting Office gets one vote, lowest cost, then all the other proposals get ranked from lows cost to highest cost.

Only the proposal with two votes wins the deal, now if the lowest cost does not have a technical vote then it goes down the rank cost list until they get a proposal with technical vote.

The fact Amazon is claiming there were technical things they were not made aware of, I am betting Amazon was not the low cost solution either since. Reason being, if the lowest cost supplier did not have the technical requirement, they usually go back to the technical team to find out why and if it was deal breaker. Also, no company can challenge on not being lowest cost. They can challenge on technical reason.

I worked for a company who put in a bid on a government project. We submitted our proposal, and our competitor won. We got a copies of all the competitors proposal and began analyzing it and found our competitor did not meet key elements of the technical requirements (the techies screw up) and requested their proposal get thrown out. Since our proposal meet the technical requirement and we were rank 2nd on the cost. The competitor challenge the technical requirement and got them waived so they got 2 votes again, however, we also found the competitor used technology only my company made in their proposal and we found out they were buying our product through distributor and list the cost on their proposal below our costs thus below their costs which is not allowed in the RFQ. Our company got our state Senator involved since he sat on the funding committee for the program. He got the entire RFQ thrown out since the competitor did a few "illegal" things. If the government awarded the program based on the competitors activities charges would have been brought against this company. The compromise was to toss the RFQ and start over again. We won the second time, but it cost very thin margins to ensure we had the low cost vote.

The only way Trump could have interfered, was to over ride both votes which is highly unlikely considering most people who work in the government hate him. Plus congress has oversight of the RFQ process so you know they would be all over this if he had and there would be whistle blowers all over the place. In reality it sounds like there was a bunch of techies in the government pulling for Amazon and when it came down to the vote they were not low cost and they screwed up on their proposal.
