Convertible top locking question.

When I have my top down is it supposed to lock down in place?
Should it use the same locks that lock it to the windshield area when its up?
When all the way down my latches move in like they are supposed to be catching onto
something but there isn't anything for them to hook onto.

Yes I can pull up on the top and it moves up a little.

Its a 2007 roadster. I saw # 9 on this but I think that may only be for manual tops? IDK
