Is Wyoming considered part of the Rocky Mountains/Great Plains?

Spent the weekend in Jackson, WY. While walking about town with my buddies, who are all car guys on Friday, we all got geeked out with an Imola Red Z4 M Coupe parked in town and later on in the afternoon, driving around late afternoon near downtown Jackson WY.

Of course we were all more excited about a green Ferrari FF that we saw parked across the street from The Kitchen.
