Mythbusters put dimples on a car and did find an 11% improvement in efficiency, but as written above, F1 is not just about efficiency. It's also possible that this effect is very speed and scale dependent meaning the dimples would have to change size as speed changes. That said, unless it's specifically against the rules, I would not be surprised if you end up seeing some surfaces with dimples or other textures to selectively affect the movement of air. They are already doing the vortex generators. It's also possible that the incremental improvements don't justify the high design/computing costs - yet.

That's why the aero surfaces on the F1 cars aren't exactly rigid They are already trying to tailor the flow at various speed and conditions.

E90SLAM seems to still be active on this forum, but he stopped contributing to the F1 race threads sometime last year. 954Stealth appears to have left the forum in the middle of last year.

Too boring, I don't blame them. A part of me is excited(?) to see a new season start, but a bigger part of me is dreading having to waste an hour every couple weeks or so watching this snooze fest of a sport.

As far as the potential for another Mercedes runaway, I share your concern. But E90SLAM is (I believe) a photographer for Motorsport Magazine, which is pretty exciting, regardless of how boring the season goes.

Idk, but I don't think I like this qualifying format.
