Muffler/midsection exhaust flange alignment?

I'm reinstalling my OEM mufflers but the exhaust flanges on the mid-section and muffler don't seem to align. Are one or both of the flanges supposed to rotate? There is some corrosion so I'm wondering if I just need to knock one side loose to rotate them. Has anyone run into this issue?

Yes. All the flanges should be able to rotate and free moving
