Good question, I think some street tracks (monaco iirc) are open until the time of the event, so they open the track after practice and quali etc. But some might be fully blocked off for the week.
But it might be risky to have it opened to the public because one massive crash with alot of debris, oil, and track damage and it could delay the event.

It’d be cool if they kept the track up for a short while after the races happen for the general public to have a few track days. I’d drive my car up there just to be able do a few laps on this awesome track.
