The damper valve is designed not to open and bottom out in any corner otherwise you loose down force. It only opens on straights where the speed is high enough (these speeds don't occur in the corners and thus the down force required to open the valve isn't there) to generate the down force required to open the valve. This is why this "simple" design isn't as simple as it sounds.
Don't forget down force is proportional to speed.
My "engineer" friend told me the RB16B's flexi wing was also gps controlled, which is why it was banned.
