The stud is spot welded not tack welded.
The fusion is hidden under the mushroomed head. What you are seeing is the molten metal that ran out during the process.

I suggest:
1. Cut off the stud flush to the bracket.
2. Drill a pilot hole as close to centre of the left over stud.
3. Finish drilling through with a bit 2mm larger than the original stud.
4. Insert a metric bolt to replicate original stud.
