Use a brass wire brush to get as much off and reinstall. As long as rotors are still in spec thickness wise and are not deeply grooved, you should be good.

Re-bed your brakes following proper bed in procedures after reinstall and see how they feel. If you have a judder afterwards, may need to warranty the rotors
