Could try a heat gun on low setting, stay about 2' (feet) to 18" away from surface. Do not keep the heat gun pointed in one spot, keep it moving to avoid over heating the surface and blistering the paint. Go Sloooow. It will take time.
Another possible solution is putting olive oil on the cloudy area for about an hour. Google it.
