I've shipped wheels w/tires installed, and all I did was what Tire Rack does - put a cardboard sheet, cut in a circle the right size to cover, on both sides and then wrap it well with shipping tape. The tires protect the rims, and the cardboard protects the faces. Worked fine and adds almost no weight. That said - still pretty expensive to ship, even via ground.
