Why? They used a 1.5L I4 in the 80s for Formula 1 that was rumored to hit 1500hp in qualifying mode.
That was with 80s tech on head design, turbo's, fuel, computers, etc.
Current 1.6L V6 F1 engines are around 900hp with severe fuel-flow limits, which in turn, naturally restricts the RPMs they can run. They typically shift around 11k, but are designed for 16-18k. That ignores the V8s that were turning 22k before they restricted them to 20k.
