I got the Spyder NON-HID set a couple of years ago, and the 'halo ring' is just an acrylic ring that is illuminated by a set of SMD leds (no bulbs). They are not the brightest, and I spliced mine in to the DRL so they are on 100% of the time.

So far no dimming or concerns with them, other then they aren't anywhere near as bright as 6000K H1 bulbs I put in.
