Not a good idea, period. You never know who you're messing with, what if the person you were trying to scare has a firearm themselves?
Hypothetically speaking, If
I were carrying a pistol with me in the car and some dude tried to "scare" me by wielding a firearm and pointing it at me, I'd take the time to practice a failure drill(two in the chest, one in the head or pelvic area for you non-military type) on said person. Definitely would not take my chances in today's society. It would stand in court too because I was acting in self defense in fear for my life.
Hell, if you wanna fuck with a tailgater or "fast and furious" racer, dial 911, give them your location and direction of travel and report the person as a drunk driver. Be sure to give them all the car details as well.
