I assume you are talking about Ferrari, and not Red Bull.

How can I say this delicately.... they were "asked" to stop using their fuel management that had been used for prior years.

No penalty, no fine, just stop doing it. The 2020 car was already designed and it was too late to respond, as such 2020 was a bad year for them.

A number of people are surprised by the pace they have as they weren't supposed to get their ducks in row until next year.

Anytime you have a race where there are a handful of potential winners it makes it that much more interesting.
