It means spraying atomized methanol into your intake piping under boost, it makes for an increase in effective octane, ESPECIALLY on a non intercooled car. ESS would have a hissy fit if they knew you were doing it though and I wouldn't actually recommend it unless done by someone who really knows what they are doing and can monitor your timing and knock-control to insure even distribution.
A vague guess that really has no accuracy would say you could get 10-30HP from it, possibly a bit more.
