Yes 3 engines allowed a season before penalties applied including the one they start on and two of each MGU-K and MGU-H's. RB are not changing any engines for Baku and I think Merc are desperately trying to outdrive the RB advantage with fresh engines to gain on straight what they lose on street section but it's mostly all about the wings where Merc fall down to the intelligently made wing of RB.
