I think the requirement is separate from your question asking for an email address (just a coincidence).
I believe in order to use Google Forms - whether you're creating a survey or responding to one - you need a Google account. The ones experiencing issues likely do not have a Google account. Others may have an account and not even realize since Google accounts spread far and wide: Android phones require one, YouTube accounts, GMail accounts, all are 'Google' accounts.
