It is, once again, clear that the inner workings of he FIA, the WMSC, and F1 in general are eluding you. It hasn't been, at all, uncommon for penalties to be increased when complaint, protest or request for review is lodged. The most famous of these are from DSQ to Ferrari in the MSC/Irvine days. Ferrari were suspended for 1 race, decided to protest the findings, and were then handed a 3 race ban for their impertinence.

This isn't a court of law...it's the FIA and the two couldn't be farther apart in theory and practice.
