Bilsteins do increase ride height, but not as much as the OP states! They have about 40-50 lb of gas pressure that effectively support the car as if it was a higher spring rate.
I went through this when calculating the spring rates I needed to achieve the balance I wanted between ride height, suspension travel, ride frequencies, etc.
