Might be Toledo Blue, it will say the color name on the passenger side lock.

Also do you have the lock covers or the tool to go with it?

Wow! you know more about this top than I do! Yes, it's Toledo Blue and yes, I have the side locks, the tool and a brand new storage bag. I will update the OP with info and pictures.

Don't remember. Dealer quoted cost was less than a dollar, so probably washer of some sort.
