whats this part called?
it goes from 3" to 2" to 3" or something like that. helps quiet and exhaust. I looked for "reducer" but its not it

no clue but why not just get a quieter muffler?

The design is a venturi, but I doubt it will do much to quite the exhaust. Just put an extra set of straight through design mufflers for a decrease in sound with little/no loss in power.
