Is that the clearcoat?? Could the wheel have been stressed in that section from running over something advers like a curb, etc? Not saying the wheel touched the curb like "curb rash" but from something as I described.
Are other wheels like this?

My OZ Ultraleggera aftermarket rims are factory painted black with a clear coat and look as-new eleven yrs later.

I've been told the clear coat crack because the paint didn't cure enough between layers. I'm talking about the cure time between primer - piant - clear coat, not the time between layers of each component. Eg. if you apply clear coat before the paint have cured enough this will happen.
