are clips on inboard rear pads required?

Just got new Pagid rear pads from Turner. They don't have the usual clips on the back that clip into the piston. Did they send me four outboard pads or is the clip optional?

Theyll do their job but when you brake and hear a clunking noise that is the pads moving
