Found white plastic part in shock boot?

Took wheels off to clean them and found a white plastic piece in the front shock rubber boot.It's an inch wide, fits around the shock (7/8" ID) , OD is about 2 inches with holes on top and partitioned on inside.Has a plastic 1/16" cable like molded piece on the OD.Has a number 548361 10 PP on top.Is this part of a shipping block from the factory or part of shock? Going on vacation in 2 weeks with the car (and my wife) and need to fix it if it needs it. Any help would be greatly appreciated. Thank you for your time.

They are shipping blocks, saw a picture on one of the earliest post.17,000. miles to find out. Not sure what i'm paying for (service/inspection).
