Soft top roller bar doesn't spin freely?

Does anyone know what this part is call and how hard/easy it would be to replace?

I've lubed it up but it's no use. I think the roller got deformed some how as it keeps binding up and won't spin freely like the other side does.

I had mine replaced by the dealer as it rattled like mad ...
