Little vent

Hey guys quick question (yes I did search), what is the little vent under the center AC controls for?? Is there actually suppose to be a little fan on there to cool the driver's hand??? Or is it simply a thing for cosmetics?

I believed that's a suction fan for the temperature sensor that controls the HVAC

I also never noticed mine has spiders in it.
