If you take your child to the ER or an Urgent Care center and it looks like the child has been abused, they can hold your child and call the authorities. There needs to be a similar statute for cars........

Question, what the heck are those things on the hood? The car was obviously red before the horrific dip.

Damn those rear wheels are sunk in too, bizarre looking car.

I think they're rally lights turned flat.

Could it be some sort of airport chase car? It could explain the matte paint, CB radio and weird lights in the back... Does it sound plausible?
