occaisional soft brake pedal

this happens on startup, everything's cold, i.e. brakes and engine. the pedal may go halfway to the floor on the first application, sometimes taking two strokes to firm up to a normal height and feel.
had brakes bled, tech reported seeing no air, and fluid was not discolored. no change after bleeding.
i'm thinking vacuum leak or master cylinder. don't see anything obviously loose or amiss in vacuum plumbing. any thoughts?

btw, brake mods are- ate blue, ferrodo 2500 pads[like 'em] and ss flex lines.
my mileage has been split about evenly between street and track.

Could be a leaking proportioning valve or a bad brake cyclinder on one of the wheels.
