As long as you confirm that it was only a cosmetic move (like mine) and not due to a body shop repair, you'll be OK.
If you prefer the OE location, it's very easy to move.

I think it is just lights reflecting off the chrome surrounding the roundel. Make sure you bring a paint guage to see if any parts of the car have been repainted.

Overkill IMO. A decent paint gauge will run you at least $500+. You should see if you can find a local detailer or get a shop with the equipment to do a PPI.
