Whats this on top of my Vanos?

I did a google image search and I cant find a pic of any other one with it. It kinda looks like a tamper proof mark. The "seal" isnt broken although it knd of looks like it in the pic

I tried to use my Shamwow, with little luck😁. Seriously though it’s a glue like material and it’s stuck pretty good.

Shpritz some WD 40 on it and let it soak in.
