What's Between Rear Fender & Wheel Liner?

Was getting car ready for winter mode and as I was swapping wheels I noticed under the rear fender what appeared like black plastic bags wedged between fender & liner. It actually felt like garbage bags lol, anyone know what this is?

It is some kind of noise damping material. I found this when I had to replace the rear fender a couple of years ago.
