That's looks to be it - you have a Z4 M it looks. I have a 2008 Z4 3.0si and hit a big piece of truck tire laying on the Washington DC beltway last year. The auto body shop had to replace mine, but in my case it was part number 51717012723 and they charged me $98.46 (USD) for the part (A/M under cover). Of course I had to have the bumper cover replaced, along with a screen and an emblem so my total damage to repair was $1,150.74 (ouch). Our cars are very low, eh?

I wouldn't even touch it looks fine to me.

Once I ran over a box sitting on the road in my 2011 E93 M3 the whole bottom was exposed and the fender liners weren't held in place.

So under conditions similar to that I would replace it

No problem just leaving as is. The only thing you might notice is a wind whistle at highway speed. In that case, replace it or duct tape over the hole.

Now you have a drain hole for all the water that gets trapped in that tray when you wash the car.
