I worked BRIEFLY in the industry, and in Marketing, not Engineering, so I can't pretend to be able to answer your question. I can only speak to the marketing pressure put on the tire companies by OEs and the fact that cost saving measures needs to be taken to ensure the "dot" spec'ed tires meet the very thin margins as set forth by the OEs.

So I can't tell you exactly how each "star" or "dot" spec'ed tires are different from their mass market counterparts.The company I worked for never supplied OE spec tires because they knew how much of a hassle it is to make them, and that more often than not it's a money losing proposition. Some of the examples I've been given are changes in compound, changes in belt construct, and/or skipping costly third party tests in order to make the tires cost less to the car manufacturers.
