Is this runflat bad?

The tire shop said he won't mount the tire because the sidewall has been damaged. The wrinkle along the inside is the indication. I just want to make sure he's not just wanting to sell me a new tire

The tire was the original oem runflat from an 08 e92 with about 7/32 tread left. The tire seemed fine when it was on the car.
