03' A/C Heater Flap

I have an 03' Z4 2.5. My A/C is blowing hot air. I took it to the dealer to look at it; they said there is a flap that switches between hot and cold when I change the dial. They said that this flap is broken and it is going to be +$600 to fix because it is buried in the firewall. I took a look at the repair order and it simply says that they removed the glove box to access this flap. Has anybody made a repair like this or know if this flap is really "buried" or if the dealership was just trying to convince me that $600 is reasonable.

the part numbers they listed for replacement are as follows
64116927611/612
