Tab on carpet

This came off of my driver side carpet. Anyone know it's purpose?

Pretty sure that was (supposed to be ) Velcro to help meet mats in place…

The correct factory mats have corresponding patches on the underside to match up to these "velcro" patches. My driver side patch just pulled off the carpeting as well. Trying to decide on a suitable adhesive.
