Home Depot sells boxes perfect for shipping 18-19" rims (9" wide"), 2 per box and enough space for packing materials. Rated up to 65lbs too:

I've also used their 18x18x24 boxes to ship 17" rims as well.

Just make sure the wheels are wrapped well and all the empty space is filled with packing peanuts. I had a couple Home Depot boxes crush on me when I moved.
