Yup. Powdercoat.
Picked up my spare wheel from the guy that is repainting mine this winter. This was just a test.

My wheel above here is powdercoated. I must say that the finish is very nice.
One layer of color and one layer of clear coat.

Powder coating isn't like wet painting, there's only one "thick" and even layer of color. However I believe you can put more layers of clear coat on it. I just don't find the gloss from powder coating to be on par with wet painting, it's good but not for a show car.

Powder coating is a type of coating that is applied as a free-flowing, dry powder. The main difference between a conventional liquid paint and a powder coating is that the powder coating does not require a solvent to keep the binder and filler parts in a liquid suspension form. The coating is typically applied electrostatically and is then cured under heat to allow it to flow and form a "skin". I saw a sample with two layers of clear coat. Didnt look good at all. The color had a hazy look and did not shine that nicely compared to my wheel.

Here's another example of powder coat when I did my wheels in black pearl over 3 years ago.
With powder coat all the little nooks and crannies come out great, with no pooling or runs. They have stood up very well.
