Holy shit is that the transport limiter? It not a part from the car otherwsie, that's for sure.

Definitely transport limiter. It's a common engine/exhaust/drivetrain mod. Previous owner probably did it.

Transport limiter limits the shock travel during transport to, amongst other things, prevent the car from bouncing around hitting other cars.

They are supposed to take them out at port, but sometimes they forget. I've seen people find them @ 50k miles.
