Wheel weights on outside of wheel?

I had new tires put on and I have the Style 104 (2.5i non sport wheels). I noticed that they put the balancing weight on the outside lip. I always thought they put it on the inside.

I called the place and they said they'd look at it. Are they going to tell me that it needs to be on the outside to be properly balanced?

if it has the lip outside they'll put it outside but you can have it inside.

Is that how it comes from the dealership? They chipped the hell out of it putting it on, unless it was done by the dealership too. I got this car from a relative and I don't know what the car originally looked like.
