Question About Captive Bolt & 10mm Nut in Engine Bay - Should Something Be Attached?

In the passenger side (US left hand drive spec) of the engine bay, the previous owner had a battery charger mounted to what looks like a custom L bracket which was attached in the engine bay to a captive bolt with a 10mm nut. The charger’s bracket was attached to the nearby horizontal silver metal line with a gummy material (probably used to dampen/eliminate vibration).

I removed the battery charger and bracket, and reinstalled the nut. Is an OEM bracket or something else supposed to be attached to this captive bolt with the nut? Or are the bolt and nut not used to attach anything?

I’ll post a couple photos of what I am talking about below.

Mine looks exactly the same, it could be there to accommodate something on the right hand drive cars.

Thanks for the reply Grannyknot.

I too was thinking the bolt and nut may but for right hand drive applications, and my guess is there is a similar set currently utilized but not readily visible on my left hand drive car.

Was thinking there may be some sort of missing support bracket for the silver line above it, but that line seems pretty sturdy without such support.
