That is a rather funny problem but I'm sure you're more aggravated than humored by it right now.
Since bmw's adapt throttle mapping to the driver, maybe you've discovered that the bmw ecu learned to adapt to your aggressive braking and it now applies the horn instead of you having to use it manually.
Now that I got that out of my system, I would try disconnecting/reconnecting the battery.
