Costco has it, but only fills newly mounted tires with Nitrogen and will not deflate my tires and re-fill..

Coefficient of thermal expansion is the same for nitrogen as it is in air. This means nitrogen will do no better than air in this regard. Google "thermal expansion of nitrogen vs air" for more info.
