Most of these shops will do your brake fluid flush as well.
You can buy a tire tread depth gauge at most auto parts stores like AutoZone, O'Reilly's et.al.). I like the digital Fowler gauge:

Most local marque clubs DO NOT require a fire extinguisher be mounted in the car. If you read the PCA tech inspection form (item 28) you'll see it's optional.
Most local clubs (BMW, PCA, Alfa) have helmets for rent. The BMW Club does not require helmets for their Car Control Clinic, however, PCA and Alfa do require helmets be worn at all their driving school events.
Most clubs require completion of a car control clinic (BMW), driver skills (PCA) or driving school (Alfa Club) prior to attendance at one of their high performance schools at Pacific Raceway.
The Pacific Raceway driving schools do emphasize "performance driving" with focus on improving everyday driving skills. These are driving schools not racing events; no timing devices are permitted. Let-by zones are identified and strictly enforced by the corner station teams.
Check club membership requirements for these events; different clubs have different rules.
