It's called "skip troweling". It's done by taking a rectangular trowel of "mud", AKA drywall compound, and spreading a thin layer on the wall leaving a rough, uneven texture. Been all the rage here in SoCal for a couple of decades or more. It's also a lot less labor intensive than trying to achieve a perfectly smooth wall.
Most walls in SoCal are "textured" for that reason, usually with "orange peel" texture. Hides a multitude of sins. Drywall repairs usually include the texture step and you can buy cans of the stuff at Home Depot that spray blotchy globs onto the wall. It takes practice to achieve the right look!
